Why Aristide Should Stay
Regardless of his possible corruption (keep in mind he has no army and an inadequate police force), the so-called "rebels" (actually mercenaries) have absolutely NO AGENDA for the country. If the rebels have their way, the country wil SIMPLY GET WORSE... NOT BETTER.
A coup might be acceptable if the rebels were organized. But in this article, Tracy suggests that they have no true organizing principles and certainly no plans to run a benevolent government. It would simply be a return to military dictatorship. Except, in this case, you'd be hard pressed to call the rebels a military.
This is precisely the type of situation that calls for U.S. or UN intervention. It would not be hard to get control of the situation. The rebels are a relatively small group with limited popular support. They are merely taking advantage of a power vacuum, due to Aristides inability to secure the country.
